A C Class submarine underway in Devonshire dock approaching the High Level bridge. Sailors and dockyard workers are on the casing and the torpedo loading crane is rigged over the forward hatch. In the background are shipyard cranes, a merchantman and a recently launched HMS Liverpool being outfitted.
